SP sanciona lei que isenta IPVA para 4,3 milhões de motos

The government of the state of São Paulo sanctioned on Tuesday, the 23rd, the law that exempts motorcycles , mopeds, and scooters with up to 180 cubic centimeters owned by individuals from paying IPVA (Tax on Motor Vehicle Ownership).

Motorcycle owners will not need to pay vehicle tax in 2026. To qualify, the vehicles must have regular registration and licensing information.

After the bill is approved , the number of motorcycles exempt from paying IPVA (Vehicle Property Tax) in the state could reach 4.3 million, or 76.3% of the entire fleet circulating in the state of São Paulo. Currently, the total fleet is 5.7 million motorcycles.

It is worth noting that the original bill provided benefits for motorcycles up to 150cc. However, after pressure from the opposition, an amendment was made, thus expanding the limit to 180cc.

According to the Bill, with estimates based on the 150cc engine capacity ceiling, the government projected an impact of R$ 432 million for 2026, R$ 459 million for 2027, and R$ 486 million for 2028. Over the three years, the total is R$ 1.38 billion.

However, the final figure should be much higher, since the list now expands to 180 cc and adds models such as the Honda CG 160, the best-selling motorcycle in Brazil for years.
